This is cold solder joint under the Southbridge problem (or bad SB). Reflow or
Reball the SB.
(Sometimes the console boot up if you push the SB.)

My Trinity had the same problem. Found out it was a bad SATA cable, which had
broken because of being compressed to a too tight place. Obviously an
engineering oversight by M$, new cable fixed the problem

Microsoft telephone support claim that this error is caused by using low quality
(or non genuine) HDMI cables. Apparently cheap HDMI cables will work with your
360 just fine, but will eventually cause random errors. (Such as the E64 in this
case)

Try using the cables that came with the 360 (quality sucks i know!) and if the
error doesn't come back consider investing in a top quality HDMI cable.

I got this after having E73/1021 error, I did a DIY adv. hybrid on just the GPU.
Found component video still wouldn't display anything, HDMI & VGA
would show E73 error onscreen. Overheated it with fan on CPU, left it cool for
about an hour, tried it and it worked! But only showed logo and never went to
dash (image kept moving tho) and colour + syncing was off.

Then I got this E64 error, checked DVD cables & still the same.. I then put
back and EVENLY tightened the screws holding the mobo in. Powered it back up,
green lights!! :D

Then I checked Kernel and it's an exploitable Jasper! :D

Good luck!!

I was flashing a liteon drive and just after the erase there was a power outage.
When power came back on the drive would not eject and E64. Moral of story get a
UPS if you flash as part of you business.

My sister's console 0102-ed and I messed up the dvd drive pins when I
removed the drive to fix it. It then rebooted showing E64. Fixed the pins, and
was good to go.

Bad DVD drive cables can also cause E-64. My xbox E-64ed, changed out the
power/data cables and it booted just fine
